The National Policy was designed by Prime Minister John. A. Macdonald to protect Canada both economically and politically. Canada put into place high tariffs on foreign imported goods. The tariff was increased in 1879 as well it assisted wealthy businessmen. Eventually it took on larger development strategies such as: the expansion of the Canadian Pacific Railway (CPR) west, the Dominion Lands Act of 1872, harbour development and the subsidization of the steamship services to Europe and Asia to facilitate the export of Canadian products. This National Policy became the central focus of the Conservative Party policy for decades to come.
